[PostgreSQL-K8S] Fix services cleanup

Description

test_redeploy_charm_same_model is failing ( ) probably due the k8s resources are not completely removed, which caused this situation in the past (use something like ).

Moved the scaling to 0 issue to another ticket:

Also, it’s needed to handle the situation when the application is scaled to 0 units and the scaled up back (when the same issue happens).
